On the 1st January, 1879, the Police Horses numbered sixteen, of which three have died of disease contracted in the previous year. Two b been sold and three were condemned as unfit for service. The latter bave been replaced by Chinese Ponies. The above report shows the presenta of the Stable and the manner in which the IIorses are employed.

10. I would suggest for your serious consideration, the employment of a Chinese Teacher, for Employment of a instrupting the Europeans and others who wish to learn Chinese.

would not confine his services to those only, who are in the English classes, but allow any of the recommended. Force to join it, on the same conditions as those enforced in the English classes; viz., after once entering

11. The Class-Rooms for size and light, are all I could desire; but at times the stouch from the Out- Offices at the back is sickening.

12. The School material is good of its kind, and sufficient in quantity.

That which was borrowed from the Government Central School last year, has nearly all been returned from last year's supply sent out from England, and provision has been made to give back the remainder, from what has recently been ordered.

I do not wish it to be understood that 131 men were present in the School at any one time, but that they have attended, during some part of the year.

5. It has not been all sunshine with the School. In July, through causes over which I had no control, Falling off in sile the School fell off so rapidly, and to snel a degree, that I felt it my duty to submit to the proper authorities, anee, but rapid that it should be either placed on a different footing, or given up entirely, for I did not consider, that as it recovery, then stood, it was worth its cost. The matter was taken up with energy, and the School immediately reco- vered its former position. Since then I have had nothing to complain of. Every facility is given to the men to attend School, consistent with the proper performance of their duties; indeed I know it is. that they should do so.

6. Your determination not to admit men into the Force who cannot read, write, and do the first four Certain amount of rules of Arithmetic, will not only improve the average intelligence of the Force, but will facilitate the Education requ working of the School, insomuch that it will do away with, in a great measure, the subdivision of Classes. to he enabled to t I have frequently had to employ a teacher half his time in instructing one, two, or three men, who were too backward to join a class.

7. Now that all promotion in the Force is to be determined by the result of competitive examination, Protection of which educational knowledge forms a considerable part, I am convinced the School will be better appre- tition will he ciated by such men as purpose remaining any length of time.

8. I have every reason to be satisfied with the progress of the men. Though their Attendance is Progress afte unavoidably interrupted by having to go to Out-Stations, several miles off, for a month at a time, vot Scholars satisfact through your kindness in allowing them to take their books, &c. with them, their progress is not so seriously interfered with as at first sight would appear.

Many of the Indians and Chinese, who, when they first came to School did not understand one word

of English, can read and write it fairly now; and can understand, and answer questions in that language when spoken to slowly and quietly.

money expended on it must be productive of some good effect, if only to show the men that the Government takes an interest in them and that it is not their wish to keep them at, and to get as much as they can out of them for, a low rate of pay, but that it is willing to assist those to better themselves by promotion, who put their own shoulders to the wheel, and make themselves of greater value to the Public, whom they serve.
